No one does anything for free you say? Please be aware, that the 1996 Telecommunications Act (TCA), "does not" qualify the public's right to protest cell tower sitings based on health hazzards (See Section 704 of the TCA). But this does not cover the public's "perception and fear of cell tower sitings" causing health hazzards. For it is often the public's perception and fear of cell tower sitings causing health hazards that lower property values.

Encourage the location of cell towers in non-residential areas, government property, and public rights of way, away from residential property and schools;
Encourage the location of cell phone towers on exsisting structures, including utility poles, signs, water towers, buildings, and other cell towers where feasible;
Encourage collocation and site sharing of new and existing cell towers;
Facilitate the use of public property and structures for cell tower sitings;
Locate telecommunications support structures and antennas in areas where adverse impacts on the community are minimized; and
Encourage design and construction of support structures and antennas to harmonize the visual impact ot the support structures and antennas with the existing natural and/or built environment.
